EU Commission President Ursula von der Leyen says Russian oil will be phased out by the end of the year.
The sanctions are yet to be formally approved by the 27 national governments, and could yet be vetoed by those who are reliant on supplies from Russia, such as Hungary and Slovakia.
Ms von der Leyen acknowledged it wouldn’t be an easy move as some member states are strongly dependent on Russian oil.
